Medreg 20th General Assembly Paves the Way for Stable And Integrated Mediterranean Energy Markets, Tirana, 3 December 2015

The Albanian Energy Regulator (ERE) kindly hosted
today the 20th General Assembly (GA) meeting of the Mediterranean Energy
Regulators (MEDREG) in Tirana that approved 6 working groups reports.

The GA approved a comprehensive review that describes
the results performed by the Association in the last 2 years in the overall
framework of the evolution of the Mediterranean energy sector. Regulatory achievements at national level from both
the Southern and the Northern shore of the Mediterranean represent a consistent
step forward towards regulatory harmonization in the region. Progress made by Southern shore regulators is in line
with the recommendations issued by the Association.

Fact-findings from the
document include several steps forward made at national level:

– the process of establishment of the Moroccan
electricity regulator and the Egyptian gas regulator is advancing;

– the reinforcement of institutional cooperation with
Euro-Mediterranean energy stakeholders;

– the enhancement of knowledge about good regulatory
principles and practice among Southern shore members as well as intensified
exchange and publication of data on Mediterranean gas and electricity markets.

During the Assembly MEDREG also presented and
discussed two important results that will shape the future activities of the
Association.

1. Cooperation between MEDREG and Med-TSO in the
framework of the Euro-Med Platforms: in the context of the Union for the
Mediterranean (UfM) Regional Electricity Market (REM) Platform, Mediterranean
Energy Regulators, in collaboration with the Association of Mediterranean Transmission
System Operators (Med-TSO), is intensively working on a roadmap proposing 4 steps
to promote the progressive integration of power systems and markets in the
EuroMediterranean region. Further discussions will take place in Brussels with
the UfM, the European Commission and the REM Platform participants by the end
of 2015.

2. Mediterranean Financial Sounding Panel for Energy
Regulation (Med-FPE): MEDREG GA approved the creation of a Mediterranean
Financial Sounding Panel for Energy Regulation (Med-FPE) with the aim to
increase interactions with international financial institutions (IFIs) active
in the Mediterranean energy sector. This activity follows the work initiated by
MEDREG in June 2015 with the publication of the report: “Interconnection Infrastructures
in the Mediterranean: A Challenging Environment for Investments”, testifying for
the strong commitment of the Association on investment issues.

AlbEiti: Training sessions “Good governance of Natural resources”, December 1, 2015

The Albanian Secretariat of Extractive Industries Transparency
Initiative (EITI Albania) in collaboration with Columbia Center on Sustainable
Investment, Columbia Law School – The Earth Institute, conduct a training
sessions on good governance of Natural resources, Fiscal Regime, Legislation,
the EITI standard and Social and Environmental aspects of the Extractive
Industry.

The first day see an Introduction to the basics of Extractives and
Sustainable Development

12:40pm – 1:00pm – Energy sector – basics – Perrine Toledano

This session give a quick introduction to the Petroleum sector, giving
an overview of the market, the players and the value chain

1:00pm – 1:45pm – Nexus of extractives and development – Paulo Cunha and
Jordon Kuschminder

This session give an overview on how extractive industries can
constitute a spring-board to development if the right policies are in place.
This session cover concepts like resource curse and Dutch disease and also deal
with the social and environmental safeguards that need to be put in place to
ensure sustainable development

1:45 pm – 2:30pm – Introduction to the EITI – Paulo Cunha

This session present the EITI and the associated theory of change. EITI was
presented as a tool to escape the resource curse talked about in the previous
sessions. Case studies and examples were provided.

230pm – 245pm – Coffee Break

2:45pm – 3:30pm – Introduction to the legal framework – Lise Johnson

This session introduce the participants to the legal and regulatory
framework that governs the relationship between a host-country government and
investors in the extractive industries, situating the legal framework of
Albania in the global context.

3:30pm – 4:30pm – Introduction to the fiscal framework – Lise Johnson

This session will give the basic theoretical tools of a fiscal framework
in order to facilitate the understanding of Albania’s fiscal regime for oil.

4:30pm – 4:45pm: Wrap up and questions

The training was conducted by professors of Columbia University.
Participants were representatives of the Albanian Government, parliamentarians,
journalists and members of EITI Albania Multi-stakeholder Group (MSG).

Neritan Ceka, massimo rappresentante istituzionale dell’Albania in Italia, e successivamente al workshop GrandAlbania con la Dottoressa Blerina Xhafa e l’avvocato Oltian Oxholli, prosegue il proprio impegno collaborativo sostenendo attivamente la Festa di scambio degli auguri indetta dalle associazioni Besa e A Cuore Aperto assieme al giornalista e inviato Alessandro Zorgniotti e al Csv Società Solidale; giornata successiva alle celebrazioni del 28 novembre (giornata in cui nel 1912 lo statista Qemal Ismaili da Valona proclamò l’Indipendenza albanese) e di arrivederci al 2016.

L’evento sarà anche una occasione, per la comunità italo albanese attiva tanto a Tirana quanto nella Granda, per ribadire solidarietà e vicinanza al territorio fossanese in questo momento così complesso per la sua economia, e per riaffermare i valori di una sana internazionalizzazione economica che crei opportunità di lavoro per le aziende di tutti i settori e del turismo. Dopo il saluto introduttivo del Comune, nella persona del Sindaco Davide Sordella, la mattinata, con inizio alle 9,30, continuerà con gli interventi dei rappresentanti delle due Associazioni, del Presidente Cr Fossano e Vicepresidente ABI Beppe Ghisolfi, del vertice Unioncamere Piemonte e CCIAA Cuneo Ferruccio Dardanello, del Dirigente commerciale di Blue Panorama Albino Naldo e dell’esperto di studi araldici e cavallereschi Carmelo Cataldi.

Il coordinamento dei lavori è affidato al giornalista cuneese Alessandro Zorgniotti, residente a Tirana da oramai un anno, che svilupperà un intervento testimonianza con foto servizio proiettato per testimoniare i veloci cambiamenti modernizzatori intervenuti nella società e nell’economia albanesi, dalle aree urbane ai siti turistici, per evidenziare i punti di analogie e di convergenza con il Cuneese. Nel corso della mattinata, sarà servito nei locali un coffee break gentilmente offerto da Maina Panettoni e Crf.
