Energy regulators call for mandatory regional plans for gas security of supply at the Madrid Forum, Brussels, 14 October 2015


• Fully implement the Gas Balancing Network Code
• Define protected customers at EU level
• LNG and storage are important to delivering security of supply

Today, the Council of European Energy Regulators (CEER) presented at the Madrid Forum
(14-15 October 2015) a concept for enhancing security of supply in Europe based on market-based solutions and regionally (rather than nationally) focused security of supply plans. See our Concept Paper on Gas Security of Supply.

To enhance cross-border cooperation, CEER supports mandatory regional plans. Walter Boltz, Chair of the CEER Gas Working Group, said: “The regional plans would be complementary to national plans (risk assessment, preventive action plan and emergency plan).”

Fully implement the Gas Balancing Network Code
Walter Boltz, explained that completion of the Internal Energy Market is the crucial basis of any EU security of supply strategy and is necessary to deliver robust price signals: “The Third Package framework, including network codes, needs to be fully implemented. The Gas Balancing Network Code obliges suppliers to contract sufficient volumes of gas for customers and ensures that sufficient gas is available to satisfy consumers’ needs as long as the network is in balance.”

Define protected customers at EU level
CEER also argues for more solidarity between Member States, inter alia by harmonising definitions of protected customers at EU level so that a protected customer in one Member State is treated equally in other Member States in the case of an emergency.

LNG and storage are important to delivering security of supply
Regarding a European strategy for LNG, CEER stressed that investments driven by market signals represent the most effective way of balancing risks. Mechanisms such as Projects of Common Interest (PCIs) are one option (among others) to support expansion of interconnection capacity where market signals indicate a need.

Mr Boltz cautioned that “concepts such as demand aggregation through common purchasing could raise competition issues and thus distort the functioning of gas markets.”

With respect to gas storage, Mr Boltz also advocated a market-based and regional approach. He explained “It is not possible to define single optimum levels/shares of LNG or storage.”

The European Commission has welcomed CEER’s (April) response to the Commission’s consultation on the revision of the Gas Security of Supply Regulation (994/2010), our response to the LNG and Storage Strategy (September) and our (July) Concept Paper as valuable inputs as the Commission revises Europe’s Security of Supply Regulation.

Gas market regulators, EU countries and stakeholders to discuss European internal gas market

European gas market regulators, EU countries and stakeholders meet in Madrid on 14-15 October to discuss gas market strategies as well as the development and implementation of rules and guidelines governing the gas market.

Discussions at the Madrid Forum will focus on the gas supply outlook for the upcoming winter and work under the EU’s plan for Energy Union including on gas supply security and the Commission’s LNG and gas storage strategy. Participants at the Forum will also debate how to improve regional cooperation on gas and the harmonisation of gas quality standards across Europe.

At the meeting, the Commission also expects discussion on the progress of the completion of the internal energy market. Debate will centre on the tariffs applied to gas that is traded across borders and rules for allocating new gas transmission capacity.

Furthermore, with key rules and guidelines governing the gas sector starting to apply as of this autumn, ACER – the Agency for the Cooperation of Energy Regulators – and ENTSOG – the European Network of Transmission System Operators for Gas – will also announce a new initiative that will identify and resolve possible challenges in implementing EU-level market rules, based on stakeholders’ experiences across the EU.

Energy infrastructure forum (EIF) – inaugural event, 9 November 2015 to 10 November 2015

This invitation only event will see the launch of the Energy Infrastructure Forum. The Forum was foreseen by the Energy Union package as a key action to advance the development of trans-European energy infrastructure, which is vital to Europe’s success in building a secure, competitive and sustainable Energy Union. The inaugural event will gather 200 high level representatives of the EU institutions, EU governments, network operators, industry and other stakeholders to launch the Energy Infrastructure Forum as an annual event in Copenhagen.

Commissioner Miguel Arias Cañete will open the event in partnership with the Prime Minister of Denmark Lars Løkke Rasmussen. The two day conference will feature four sessions covering gas, electricity, regional cooperation and financing and will be closed by the EU Vice President for Energy Union Maroš Šefčovič, with the Danish Minister of Energy Lars Christian Lilleholt. A Gala dinner will also be held on the evening of 9 November to discuss energy security.

World EXPO 2015, 1 May 2015 to 30 October 2015

The World EXPO 2015 is taking place in Milan from 1 May to 30 October 2015 with the theme “Feeding the Planet: Energy for Life”. Some 20 million visitors are expected to attend the event. Following its successful participation in the World EXPO Shanghai in 2010, the EU will participate this year in Milan with its own pavilion. The European Union sees the EXPO as an opportunity to demonstrate EU achievements on food sustainability over the last 50 years and to discuss the principle challenges in the short-term and long-term up to 2050. Technology and innovation will play a vital role.

Since energy is seen as an indispensable element to the sustainability of the food sector, DG Energy will host two conferences on the EU pavilion. The first event will be a conference on the “Sustainable Production and use of Energy in the Food Sector” on 26 June from 10:00 – 19:00.

Looking at the entire agri-food chain from farm to fork, this conference will bring together senior political leaders including Commissioner Arias Cañete, ministers from EU countries, as well as the business and scientific community to discuss the challenge of sustainably powering the next agricultural revolution. In addition to the high-level opening session kicked off by Commissioner Arias Cañete, the conference will also include sessions focused on best practices in farming, food processing, retail and consumption, as well energy for agriculture in the developing world.
